The idea of an Association of African Central Banks was first introduced on May 25, 1963, at the Summit Conference of African Heads of State and Government held in Addis Ababa, Ethiopia. In this regard, African Heads of State and Government unanimously agreed to set up a preparatory Economic Committee to study a large range of monetary and financial issues, in collaboration with Governments and in consultation with the Economic Commission for Africa (ECA).

In this connection, the first meeting of Governors of African Central Banks was held in Addis Ababa, in February 15-22, 1965, essentially to consider a mechanism for co-operation and to discuss ideas for setting up its organs. The meeting also agreed to set up sub-regional Committees (as defined by ECA) which would be composed of members of the Association or their representatives.

The Association, as of today, has an Assembly of Governors (the governing body of which are members all African Central Banks Governors), a Bureau (composed of the Chairperson and the Vice-Chairperson of the Association and Chairpersons of sub-regional Committees), sub-regional Committees (composed of Governors of Central Banks of the five (5) sub-regions as defined by the African Union).

In addition to these organs, Governors decided to set up a lean Secretariat. The Secretariat is established in office space and facilities provided by the Headquarters of the Banque Centrale des Etats de l’Afrique de l’Ouest in Dakar, Senegal. more,….see AACB Statutes

"Assembly of Governors" means all Governors or Presidents of member Central Banks, Head of similar monetary Institutions or their Proxies. (Article 1, Paragraph 2, Ident vii of the AACB Statutes)

The Assembly of Governors shall be the governing body of the Association. (Article 5, Paragraph 2 of the AACB Statutes).

As at April 13, 2017, out of the thirty-nine (39) member Central Banks, thirty-three (33) Central Banks have signed the revised statutes, adopted at Malabo on August 14, 2015, during the 38th Ordinary Meeting of the Assembly of Governors.

"Bureau" means the AACB Chairperson, the AACB Vice-Chairperson and the Chairpersons of each sub-region or their Proxies (Article 1, Paragraph 2, Ident viii of AACB Statutes)

"Secretariat" means the location of the administrative office of the Executive Secretary as determined by the Assembly of Governors. (Article 1 , Paragraph 2, Ident xi of the AACB Statutes )

The AACB Secretariat provides secretariat services ( Article 5, Paragraph 8 of the AACB Statutes ) for the meetings of the Association and performs any other duties the Assembly of Governors may assign to it.

Paragraph 8 of Article 5 of the AACB Statutes
The Secretariat shall provide the secretariat for the meetings of the Association and perform any other duties the Assembly of Governors may assign to it. The functions and organization of the Secretariat shall be specified in a separate document as approved by the Assembly of Governors.

Location of the Secretariat
The Secretariat of the Association shall be located at a place as may be determined by the Assembly of Governors. It may be changed by a consensus of the Assembly of Governors. (Article 1, Paragraph 3 of the Statutes).

As proposed by the Assembly of Governors at its 25th ordinary meeting held on August 16, 2001 in Johannesburg, South Africa, the AACB Secretariat is hosted by the Banque Centrale des Etats de l’Afrique de l’Ouest  (BCEAO), in the premises of its headquarters in Dakar, Senegal.

"Sub-Regional Committee" means all member Central Banks belonging to Sub-Regions (Article 1, Paragraph 2, Ident ix of the AACB Statutes).

Each sub-regional Committee shall consist of the Governors or Presidents and Heads of similar member Monetary Institutions in the sub-region. (Article 5, Paragraph 7 of the AACB Statutes)
